I want to remind all Baltimore County voters that – for the first time – we will have an opportunity to elect members of the Baltimore County Board of Education!

The Baltimore County Public School system is one of the largest in the state. We have more than 110,000 students and are growing. There are more than 17,000 employees and a budget in excess of $1.7 billion! Most importantly, our school system is preparing young people to be engaged in and part of the future of our county, state and country!

Baltimore County is one of the very few counties where the Governor appoints all of the members of the Board of Education. In 2014, the Baltimore County legislators changed the way that our School Board will be chosen. Starting in 2018, we will have a “hybrid” Board where 7 members will be elected and 4 members will be appointed by the Governor following recommendations by a Nominating Commission.

Baltimore County School Board members will be chosen in two phases.

Election of School Board Members

During the 2018 election, voters will elect seven (7) members of the County School Board, one from each of the seven (7) Council districts. So, the voters in each Council District will elect a person to represent that district on the School Board. As an example, those voters who live in Council District 1 will be voting for a School Board member for that District. That will be true in each Council District.

Candidates will be running as non-partisan candidates; this means that each candidate will be listed on both the Democratic and on the Republican ballots in the Primary Election on June 26, 2018. The winner of each Primary (regardless of his/her Party affiliation) will then be listed on the General Election ballot on November 6, 2018.

People who are interested in seeking to be elected need to file with the Baltimore County Board of Elections by February 27, 2018. For more information you can contact them by phone at 410-887-5700. You can also go to its web site: https://www.baltimorecountymd.gov/iwant/contact/elections .

Selection Through the Nominating Commission

An important part of the 2014 legislation was the creation of a School Board Nominating Commission. This 19 person group will accept applications from people who want to be on the School Board but do not want to go through the election process. The Commission will recommend potential Board members to the Governor. He must then select four (4) members from the list which will be sent to him.

The Baltimore County School Board Nominating Commission is now accepting applications for the four at-large seats on the Board of Education for Baltimore County.  Interested Baltimore County residents are urged to submit applications.  The application form is available online: http://www.bcps.org/board/bcsb-nominating-commission.html  Applications will be accepted through March 16, 2018.

Applications can be mailed to the Baltimore County School Board Nominating Commission, c/o Debi Decker, 6901 N. Charles Street, Towson, MD 21204.

Candidate interviews, which will be held in public , are scheduled for:

April 23 – Milford Mill Academy

May 7 – Perry Hall High School

May 21 – Loch Raven High School

June 4 – Dundalk High School

June 25 – Catonsville High School

Interview times will be announced at a later date.

I urge and encourage every voter to learn about this new process for electing and appointing members of Baltimore County School Board. I also encourage those who care about the education of our County’s children and who want to serve on the Board, to consider seeking election or seeking appointment.

The County’s education system is one of the best in the state. With a “hybrid” School Board we can increase accountability and further ensure that Baltimore County Public Schools provide the best education possible for children throughout Baltimore County.
